Senate Supports Bill to Compel Meta, Google, and X to Set Up Offices in Nigeria

A proposed Senate bill that would require major social media and technology companies to establish physical offices in Nigeria has gained momentum after receiving strong backing from stakeholders during a public hearing.

The legislation seeks to amend the Nigeria Data Protection Act 2023, making it mandatory for social media platforms operating in Nigeria—including Meta, Google, X, and other digital service providers—to maintain a physical presence within the country.

The bill was reviewed during a public hearing hosted by the Senate Committee on ICT and Cyber Security, where lawmakers and industry stakeholders discussed its potential impact on Nigeria’s growing digital economy.

According to the committee’s chairman, the proposal is aimed at strengthening Nigeria’s digital ecosystem by improving regulatory oversight and enhancing cybersecurity. He explained that the social media bill complements another proposal to establish a national Artificial Intelligence Academy, which is expected to serve as a hub for AI education, research, and innovation.

Speaking on behalf of the Senate leadership, representatives described both bills as forward-looking initiatives designed to improve governance and position Nigeria for the future of technology. They stressed that the requirement for tech companies to open local offices should not be viewed as a barrier to innovation or foreign investment.

Instead, lawmakers argued that the goal is to encourage global technology firms to become more actively involved in Nigeria’s economic and technological development.

“This bill is neither punitive nor anti-innovation. Rather than discouraging investment, it is intended to strengthen the relationship between technology companies and Nigeria by encouraging them to establish a stronger local presence and contribute more directly to the country’s development.”

Supporters of the bill pointed out that many of the world’s leading technology companies already operate offices in countries with smaller populations and digital markets than Nigeria. Examples include the United Kingdom, the Netherlands, Spain, Singapore, India, the United Arab Emirates, South Africa, Brazil, Australia, and Japan.

These regional offices often serve multiple functions, including engineering, artificial intelligence research, customer support, legal and regulatory compliance, cloud services, public policy, and product development. Lawmakers believe similar investments in Nigeria could create thousands of jobs, increase government tax revenue, improve collaboration with regulators, encourage technology transfer, and attract additional foreign investment.

Supporters also questioned why Nigeria—widely regarded as Africa’s largest digital market—has yet to secure the same level of corporate investment from global technology companies.

As the bill continues its journey through the National Assembly, its outcome could reshape the relationship between international tech firms and Nigeria, while influencing how digital platforms operate in one of Africa’s fastest-growing internet markets.
