Man banned from all children’s playgrounds after being caught committing an indecent act

A man has been sentenced to prison after being recorded engaging in inappropriate behavior near a children’s playground.

Andrew Lewis, 55, exposed himself in view of children on two separate occasions during the summer in Oakdale, Caerphilly county borough, South Wales.

On June 1, 2025, Lewis was observed standing on decking in his garden, overlooking a nearby play area. Two children, aged 11 and 12, recorded him while he engaged in lewd conduct.

During the sentencing at Newport Crown Court, Judge Carl Harrison stated that the footage “showed you performing a sexual act while looking towards the play area” near Auckland Close in the Penmaen area of Oakdale.

The judge noted that Lewis was in an elevated position with a direct view of the playground, making his actions particularly egregious.

More than a month later, on July 23, 2025, two 12-year-olds reported witnessing Lewis in his garden, exposing and touching himself while looking at them, according to Wales Online.

Judge Harrison remarked that Lewis “intentionally exposed himself for it to be seen” before engaging in sexual acts.

Lewis, residing on Auckland Close, was convicted of one count of engaging in sexual activity in the presence of a child under 13 and one count of exposure following a trial in September of the previous year.

He received a total sentence of 25 months in prison, with 20 months for the sexual activity charge and five months for the exposure charge. Additionally, he was ordered to pay a £228 victim surcharge.

Lewis will be subject to a notification requirement and a Sexual Harm Prevention Order (SHPO) for a period of 10 years. Under the SHPO, he is prohibited from residing in any household where a child under the age of 16 is present and cannot permit any children under 16 into his home unless accompanied by a parent or guardian.

Furthermore, he must wear “normal clothing” while in his garden and is barred from any contact with children under the age of 16 unless consent has been obtained or the contact occurs as part of regular daily life.
