Lagos Police Arrest Two Suspected ISWAP Terrorists

Two suspected fighters of the Islamic State West Africa Province (ISWAP) were arrested in Lagos State on Sunday, December 21, 2025.

According to Premium Times, the suspects—Modu Gana and Ibrahim Dugge—were apprehended by operatives of the State Security Service (SSS) in Apapa, Lagos.

A security source familiar with the arrests told the publication, “They were arrested around 8:45 a.m. on Sunday,” adding that the suspects are currently being detained for interrogation.

The arrests reportedly followed intelligence suggesting that Gana and Dugge had fled from Nigeria’s insurgency-hit North-east to Lagos.

When contacted, an official from the SSS media unit said the arrests had not been officially reported to them. Since the redeployment of former spokesperson Peter Afunanya, the agency has maintained a covert media policy, stating that it helps enhance the effectiveness of its intelligence operations.

At the time of reporting, the suspects’ mission in Lagos remained unclear. There were no signs that they were planning an attack in the commercial capital. However, security experts note that ISWAP has been making efforts to expand its operations beyond the North-east.
