Singapore has announced a new child support package that will provide families with up to S$70,000 in government support for each child from birth through the teenage years, as the country seeks to address its declining birth rate.
Prime Minister Lawrence Wong announced the package during the National Day Rally, where he outlined measures aimed at supporting families, advancing technology and developing the country’s infrastructure.
“Every Singaporean child will receive almost S$70,000 in direct financial support as they grow up,” Wong said, adding that the government would support families at every stage of raising their children.
Under the government’s breakdown, the new SG Child Support Package will provide up to S$62,000 from birth until a child turns 17. The amount will be distributed through different forms of financial assistance rather than paid as a lump sum.
The cash component will total S$42,000. This includes a S$10,000 cash gift paid in two instalments during the child’s first year, followed by S$2,000 in annual child credits from ages one to 16.
Each child will also receive a S$5,000 grant in a Child Development Account, along with up to S$5,000 in matching government contributions. A further S$10,000 will be added to the child’s post-secondary education account when they turn 17.
The overall S$70,000 package also includes existing support measures, including a S$5,000 MediSave grant for newborns and about S$2,500 in education contributions.
The transitional payments are expected to begin in 2027.
From 2028, the government will also gradually reduce childcare costs. Monthly fees at government-supported centres are expected to fall to S$150 for full-day childcare and S$300 for infant care by 2030. Current fees are around S$600 per month for full-day childcare and more than S$1,000 for infant care.
The measures come as Singapore continues to grapple with a record-low fertility rate. The country’s resident fertility rate fell to 0.87 children per woman in 2025, down from 0.97 in 2024.
Singapore recorded nearly 30,000 births in 2025, an 11.4% decline from the previous year. Births among citizens also fell by 10.8% to just over 26,000.
The government had budgeted S$7 billion for marriage and parenthood measures in the 2026 fiscal year.
Singapore has a population of about 6.11 million, comprising approximately 3.66 million citizens, 540,000 permanent residents and 1.91 million non-residents.
